Chapter 3 - THOMAS BELL

Thomas Bell did not exist.
Not officially.
At least not after 1984.
Brooks explained carefully.
Thomas Bell had been a financial controller for a casino-services company in Nevada.
He discovered executives were skimming money through vendor invoices.
Not glamorous mob movie stuff.
Fraud.
Tax evasion.
Bribery.
He cooperated with federal prosecutors.
Then entered witness protection after threats.
His assets were supposed to be transferred lawfully under new identity arrangements.
Some were.
Some were not.
A portion—approximately $2.6 million in 1984 dollars—vanished between seizure, restitution, and protected transfer.
The government believed the funds might have been diverted by an intermediary.
Then, one year later, Robert and Margaret Carter suddenly had capital to acquire their first major property.
Not proof.
Timing.
The Red Ledger filled gaps.
Entry MC-417:
Thomas Bell advance.
$900,000.
Purpose:
Carter Warehouse acquisition.
Repayment:
deferred.
Then:
Additional Bell funds:
$1.4 million.
No interest.
No formal note.
Grandma wrote:
Robert says Thomas cannot hold assets safely. We will hold until new identity settled.
That sounded like help.
Then years passed.
No repayment recorded.
Instead, Carter Holdings grew.
The debt became family capital.
Did Thomas Bell consent?
The ledger had notes.
Thomas requested repayment in 1988.
Robert delayed.
Again in 1990.
Then no more entries.
What happened to Thomas?
Federal records showed he disappeared from witness protection supervision in 1991.
Not necessarily dead.
Voluntary separation possible.
No confirmed location.
Then Celeste’s Blue Ledger became urgent.
Brooks believed Margaret kept separate records of transactions she considered legally sensitive.
Red for family capital.
Blue for liabilities.
Maybe.
Then Adrian? Different story no Adrian. We can introduce Emma's cousin? Maybe not needed. Keep Celeste and maybe her son if useful. We can add Ryan Carter? But user characters only Emma/Celeste/Paul/FBI. We can add secondary legal chars though.
Celeste’s son was not mentioned; avoid unnecessary.
Instead, Emma's father? Let's define Michael Carter as father deceased? We haven't. We can use her father David Carter? Need consistency. Let's set Emma's father was Stephen Carter, deceased? Better introduce now.
My father, Stephen Carter, had spent twenty years running Carter Development before dying six years earlier.
He rarely talked about family origins.
He did once tell me:
“Your grandparents were lucky.”
Maybe he meant more.
Brooks asked whether Stephen knew Thomas.
I did not know.
Then Red Ledger entries from 2001:
S.C. informed re Bell obligation.
S.C. says repay if claimant found.
Stephen.
My father.
He knew.
Then 2004:
Celeste objects to repayment reserve. Says obligation unenforceable.
Celeste knew too.
Not recently.
For decades.
Then 2007:
Create Bell reserve — $12 million.
Grandma had tried to set aside repayment.
Where was that reserve?
Missing from current estate.
Then 2009:
Celeste moved reserve into Desert Ridge bridge account with Stephen approval pending refinance.
My father approved.
Then 2010:
Bridge not restored.
This was not Celeste alone.
The family used the Bell reserve to finance expansion.
Then never put it back.
That was the debt Grandma said we never repaid.
Then one note:
Stephen ashamed. Celeste says Thomas abandoned claim. Robert says family cannot risk liquidity.
Everyone rationalized.
Then Robert died.
Grandma took control of records.
Stephen later tried to restore funds.
Celeste resisted because Carter assets were leveraged.
Then Stephen died unexpectedly from cancer.
Again, family problem passed forward.
To me.
But I did not even know.
Then why was Celeste moving jewelry?
Brooks suspected she was trying to liquidate tagged assets and destroy links before federal investigators mapped the Bell reserve.
Not necessarily pocketing every dollar.
Maybe trying to protect Carter Holdings.
That complicated motive.
Then Paul’s cooperation clarified.
Celeste told him:
“These tags create false title issues. Remove them before resale.”
He asked why.
She said:
“Old family bookkeeping.”
He believed her.
Then he discovered one bracelet had an unusually high insurance note.
He kept photos.
That helped investigators.
Then Celeste finally spoke through counsel.
She admitted she had the Blue Ledger.
Where?
Unknown.
She would surrender it only under immunity for historic financial conduct.
The government refused blanket immunity.
Negotiation.
Then she said the shocking part:
“Thomas Bell is alive.”
Brooks did not react, but I did.
She claimed Thomas had contacted her five years earlier.
Under another name.
Wanted money.
Not repayment.
Control.
He threatened to expose the Carter family’s origin unless Celeste gave him a share of current assets.
Blackmail?
Or creditor leverage?
Depends what he was owed.
Celeste paid him $3 million privately.
From where?
Carter Family Asset Management.
That explained some suspicious transfers.
Then:
“He came back.”
When?
Three months before Grandma died.
Asked for $25 million.
Grandma refused.
Why?
Celeste said:
“Because Thomas wasn’t Thomas.”
Imposter.
Someone had obtained Bell history and was extorting them.
Grandma suspected.
The Blue Ledger contained identification details only real Thomas would know.
Celeste used it to test the man.
He failed.
Then who was blackmailing the Carters?

And if Celeste had been moving assets to protect the family from an extortionist rather than only enrich herself, the entire case was about to become far more complicated.
