Chapter 4 - THE SHERIFF’S DEBT
Sheriff Don Harper had arrested Travis twice in nine years.
Both cases collapsed.
A witness withdrew.
A surveillance drive disappeared.
A deputy changed his statement.
Harper developed a reputation for incompetence.
The truth was more humiliating.
Travis owned his debt.
Harper’s wife required an experimental cancer treatment six years earlier. Insurance denied coverage. Cain Logistics paid the hospital anonymously.
Harper learned the source only after the treatment ended.
Then Travis asked for a favor.
A traffic report adjusted.
A complaint delayed.
A search warrant questioned.
Small things at first.
By the time Harper realized he was trapped, the favors had become a pattern.
Nicole discovered the payments during the federal audit.
She confronted him in the diner office.
“You should have disclosed this.”
“I know.”
“You obstructed cases.”
“I know.”
“Did you warn Travis about today?”
“No.”
“Would you tell me if you had?”
Harper looked exhausted.
“Probably not six years ago.”
“And now?”
He removed his badge and placed it on the desk.
“Now I’m tired of wondering whether every decent thing I do belongs to him.”
Nicole did not arrest him immediately.
She did not absolve him either.
She asked one question.
“What does Travis think you still owe?”
Harper looked toward the basement.
“The mill raid.”
“He expects you to push for it.”
“Yes.”
“Why?”
“I don’t know.”
Nicole did.
If law enforcement raided the mill and found planted evidence, Travis could claim the investigation was politically motivated and contaminated.
The real operation would continue elsewhere.
Harper agreed to cooperate under federal monitoring.
His first task was to behave exactly as Travis expected.
Demand the raid.
Argue with Nicole.
Leak frustration.
Let Travis believe the sheriff remained owned.
It was dangerous.
