Its annual reports showed millions spent on child protection, caregiver support, and emergency housing.
In reality, the foundation purchased information.
Court clerks flagged valuable estates.
Doctors identified vulnerable families.
Therapists reported marital conflict.
Police officers redirected complaints.
Then the network manufactured crises and took control.
Judge Price turned family pain into an acquisition strategy.
Ryan attended the federal briefing because Lily’s trust was central evidence.
Agents displayed a map with seventy-three connected cases.
Some families had lost money.
Others lost children.
Nine people were dead.
Aaron had discovered the pattern while researching Melissa Grant’s case.
He copied foundation ledgers and hid them in the storage unit.
But the hard drive Ryan found lacked the encryption key.
Price believed Ryan had it.
He did not.
Then Lily remembered a song.
Uncle Aaron used to sing “You Are My Sunshine” while tapping her toy piano.
Three taps.
Pause.
Five taps.
Pause.
Two taps.
The numbers opened the encrypted drive.
Inside were complete payment records.
Judge Price’s name appeared everywhere.
So did another.
Congressman Stephen Carter.
Ryan’s uncle.
A respected lawmaker who built his career advocating for family courts.
Ryan had not seen him in years.
Stephen controlled federal grants to Safe Harbor.
He protected Price from audits.
Aaron discovered his own uncle was financing the network.
Ryan called Stephen.
The congressman answered immediately.
“I wondered when you would find the drive.”
“You knew Aaron was investigating.”
“Yes.”
“Did you kill him?”
“No.”
“Did you protect the people who did?”
Silence.
Stephen asked to meet privately.
Detective Cole wanted to record it.
Ryan agreed.
The meeting took place in a church basement.
Stephen arrived without security.
He looked tired, not frightened.
He explained that Safe Harbor began twenty years earlier as a legitimate program. Price joined later and transformed it.
Stephen discovered fraud five years ago.
He did not expose it because Price possessed evidence that Stephen accepted illegal campaign donations.
He chose his career over the families.
Aaron confronted him.
Stephen warned him to stop.
“He didn’t,” Ryan said.
“No.”
“And then he died.”
Stephen looked away.
“I did not know they planned the fire.”
“But you knew they were dangerous.”
“Yes.”
Ryan wanted to hit him.
Instead, he asked, “Where is Price?”
Stephen handed him a key.
“She has a private archive beneath the old county courthouse.”
Federal agents raided the archive.
They found documents, recordings, and cash.
But Price was gone.
On the wall, a live monitor showed Ryan’s house.
Lily was playing in the living room.
A private guard sat outside.
Then the guard collapsed.
The camera feed cut to black.
Ryan ran.
By the time he reached home, the front door was open.
Dr. Ross lay unconscious in the hallway.
Lily was gone.
On the kitchen table sat the metal pry bar from the garage.
