The guardianship order named Elise.
At first, that seemed protective.
If Rachel died, Noah would remain with family.
Then Priya examined the language.
Elise would serve only forty-eight hours.
After that, control transferred to a professional guardian company called Meridian Continuity.
Meridian belonged to a victim fund contractor we had approved two years earlier.
The Covenant had entered the reforms created to fight it.
No institution remains safe because its founders are good.
Maintenance matters.
We froze Meridian’s access and notified every family connected to it.
An independent audit found thirty-four dormant guardianship templates.

Prepared.
Children of surrogates. Elderly clients. Disabled heirs. Victims who believed the restitution system protected them.
The betrayal struck Elise hardest.

“You approved what they represented,” I said.

If Rachel became “medically unavailable,” Meridian could authorize relocation.
The phrase matched language in a private clinic appointment scheduled for Rachel the next morning.
She had not made it.

We moved quickly without taking control from her.
Rachel chose the hospital. Chose the doctors. Chose whether Noah stayed with her.
Independent toxicology found a mailed vitamin supplement containing a slow-acting cardiac drug.
Rachel had taken two doses.
Not enough to kill her.

The package carried no fingerprints.
But the payment came from a Covenant account Malcolm did not control.

Amanda recognized the account name.

Vanessa and Claire’s mother.
Declared dead twenty years ago.
I felt the old pattern return.
