Chapter 10 - Owen Had Stayed Silent Too Long
Cassidy did not treat Owen like a hero.
Neither did Owen.
“You had this for eighteen months?” she asked.
“Yes.”
“And said nothing?”
“I reported concerns.”
“To whom?”
“My immediate chain.”
“What happened?”
“I was told an investigation was already underway.”
Cassidy stared at him.
“And you accepted that?”
“For too long.”
That answer mattered.
Owen had preserved evidence.
But preservation was not the same as action.
He feared retaliation.
Career damage.
Being accused of mishandling classified administrative records.
He waited for the system to resolve itself.
The system didn’t.
Eventually he learned Everett was about to receive a major command assignment.
That was why Owen attended the gala.
He realized silence was about to become complicity.
Cassidy understood fear.
She did not excuse delay.
