Chapter 23 - the untouchable rat

Councilman Vance sat comfortably in his leather armchair inside the mahogany-paneled city hall office, pouring himself a glass of expensive scotch. He believed he was completely untouchable, shielded by a web of corrupt judges and political allies.
He had orchestrated the kidnapping plot to cripple Dante Russo's economic influence, expecting the mafia billionaire to spend years tearing apart the wrong syndicates while Vance pulled the hidden strings from the safety of his office.
A soft knock rapped against his heavy oak door before it slowly drifted open. Vance didn't even bother looking up from his desk, assuming it was simply his trembling secretary bringing him his afternoon schedule updates.
"I told you I am not to be disturbed until evening," Vance snapped arrogantly, swirling the golden amber liquid in his crystal glass. "Unless the Russo family is begging for mercy, I don't want to hear a single word."
"The Russo family isn't begging," a deep, terrifyingly cold voice echoed from the shadows near the window. "They are collecting."
